Anthropic's New OneGov Deal Is 40% Off Tokens. The Old $1 Claude Enterprise and Government Offer Expires October 31.
GSA and Anthropic expanded OneGov on October 27: 40% off token-based usage across Claude Enterprise, Claude for Government, and the Claude API, including FedRAMP environments, with no minimum purchase, extended to state, local, tribal, and territorial governments, direct now and through cloud providers in the coming months. Anthropic says about 500 government organizations use Claude and estimates $1 billion in savings, a vendor projection. Nextgov reports a 27-month term to January 31, 2029 and notes OpenAI's OneGov token discount is 50%; both are press until GSA prints them. The prior $1-per-user offer ends October 31, so for many agencies this is a move from near-free seats to metered tokens. We read the GSA release, Anthropic's post, and Nextgov.

The General Services Administration and Anthropic expanded their OneGov agreement today, October 27, 2026. The new terms: 40% off token-based usage across the Claude surfaces available to government, Claude Enterprise, Claude for Government, and the Claude API, including FedRAMP environments, with no minimum purchase. Eligibility extends past federal agencies to state, local, tribal, and territorial governments. Buying is direct now, and through cloud providers "in the coming months."
The number that frames the deal is not in the announcement. The prior OneGov offer gave agencies Claude Enterprise and Claude for Government for $1 per user, and that offer expires October 31, 2026. For an agency on the $1 seats, this week's news is not a discount; it is the end of near-free access and the start of metered tokens at 40% off list. Anthropic says about 500 government organizations use Claude and estimates the new terms will save them $1 billion, a projection that depends entirely on how much they use. Nextgov, citing a GSA website, reports the consumption discount runs 27 months to January 31, 2029, and reminds the same buyers that OpenAI's OneGov token deal is 50% off. Neither of those appeared in the GSA release body we read. We read the GSA release, Anthropic's post, and Nextgov. Here is what held up.
The Terms, by Source
| Term | Detail | Source |
|---|---|---|
| Discount | 40% off token-based usage | GSA, Anthropic |
| Surfaces | Claude Enterprise, Claude for Government, Claude API; FedRAMP environments included | GSA, Anthropic |
| Minimum | None | GSA, Anthropic |
| Eligibility | Federal, plus state, local, tribal, territorial | Anthropic |
| Channel | Direct now; cloud providers "in the coming months" | GSA, Anthropic |
| Scale | About 500 government organizations use Claude | Anthropic |
| Savings | About $1 billion estimated | Anthropic, projection |
| Term | 27 months, to January 31, 2029 | Nextgov, citing a GSA site |
| Prior offer | $1 per user, Claude Enterprise and Government, expires October 31, 2026 | Nextgov and prior program terms |
| Comparison | OpenAI OneGov token discount 50% | Nextgov |
The cliff is the story. Forty percent off a metered price can cost an agency more than $1 a seat did. Whether it does depends on usage, which is the same variable behind Anthropic's $1 billion figure.
The marketplace discount is not live. Agencies that buy through AWS, Azure, or Google Cloud do not have the 40% yet; "coming months" is the only date.
The 50% next door is press. Nextgov prints it; we did not find it on a GSA page this pass. Buyers comparing the two deals should ask GSA, not us.

What To Do
If you are on the $1 offer, model your October token usage at 60% of list before Friday; that is your November bill.
If you buy through a cloud marketplace, the discount is not there yet, and nobody has said which month it arrives.
The frontier is elsewhere: the discount applies to whichever Claude you run, and the Claude available on the clouds is not always the same version. Our model comparison has the current standings side by side.
