Claude on Google Cloud Now Comes in Two Versions at the Same Price. The One With Day-Zero Features Makes Anthropic Your Data Processor, Not Google.

Google Cloud made an Anthropic-managed Claude deployment generally available on October 23 beside the existing Google-managed one: same models on day zero, same price, same GCP billing. The split is control. Anthropic-managed gets Managed Agents, skills, and code execution on day zero with Anthropic as data processor; Google-managed keeps CMEK, VPC Service Controls, and residency with Google as processor and new features once integrated. Two days earlier OpenAI's models arrived on Vertex as a private preview with zero data retention still coming soon. We read both Google Cloud posts and OpenAI's.

Google Cloud had a busy week selling other people's models. On October 21 it announced OpenAI's GPT-6 Astra, GPT-6.1 Sol, GPT-6 Luna, and Codex workflows in Vertex AI Model Garden as a private preview. Today, October 23, 2026, it made a second way to buy Claude generally available, and the second way is the more interesting product decision of the two.

Until today, Claude on Google Cloud meant Google-managed Claude: Google as the data processor, Google's boundary controls, new Claude features arriving once Google integrated them. From today there is also Anthropic-managed Claude on Google Cloud, GA, at the same price, on the same GCP bill and commitment drawdown, with the same models on day zero. The difference is who processes your data and which features you get when. We read Google's post, Anthropic's same-day enterprise post, and the OpenAI and Google announcements from two days earlier. Here is what held up.

Two SKUs, One Price, Different Processors

Day-zero featuresClaude Platform features as they ship: Managed Agents (beta), skills, code executionFeatures arrive "once integrated"
ControlsNot the Google set belowVPC Service Controls, CMEK, US/EU/APAC residency

You cannot have both. The compliance team that needs customer-managed keys, VPC Service Controls, and regional residency buys Google-managed and waits for features. The platform team that needs Managed Agents and code execution on the day Anthropic ships them buys Anthropic-managed and accepts Anthropic as processor. Same price does not mean same compliance story, and no single SKU gives you day-zero features inside Google's boundary.

What Anthropic shipped the same day. Anthropic's unified Chat plus Cowork for Claude Enterprise went GA on October 23 as well, with cloud VMs, egress off by default, and an "Efficient mode" we only skimmed. Anthropic-managed zero data retention and residency details for the Google Cloud SKU are not laid out in Google's table the way the Google-managed ones are; we print that as unverified rather than assume parity.

The OpenAI Preview, Two Days Earlier

The October 21 joint posts put GPT-6 Astra, GPT-6.1 Sol, GPT-6 Luna, and Codex workflows into Vertex AI Model Garden through the Google Cloud Marketplace, drawable against GCP commitments, as a private preview with GA "in the coming weeks," and OpenAI models "soon" in Antigravity and the Gemini agent. OpenAI's post includes the sentence that keeps the hierarchy straight: "Microsoft remains OpenAI's primary cloud partner."

Three things the OpenAI preview does not have yet that the Claude GA does:

  • Zero data retention and Confidential Compute are listed as "coming soon" on Google's materials for the OpenAI models.
  • A published per-token price on Model Garden; neither post prints one, so check the Model Garden listing before assuming OpenAI's list rates.
  • Clarity on OpenAI's own intermediary rule. OpenAI's updated usage policies, effective November 20, require prior approval for intermediary platforms; whether a cloud reseller counts is not spelled out, and we do not guess.

So the week's scoreboard on Google Cloud reads: Claude GA, two tracks, processor choice forced; OpenAI private preview, one track, safeguards pending. And Google's own agent, in private preview, now plans to route to both.

Who Should Use It

Buy Anthropic-managed if your team's value is in Claude Platform features the day they ship and your data-processing agreement can name Anthropic. Buy Google-managed if your value is in CMEK, VPC Service Controls, and residency, and you can wait for features. Decide by processor and control requirements first and feature appetite second; the price will not help you choose because it is the same.

Wait on the OpenAI preview if you need zero data retention, a published price, or an answer on the intermediary rule; all three are pending.

The frontier is elsewhere: on models, nothing changed this week; on distribution, Google Cloud now sells Anthropic two ways and OpenAI one, and its own agent will route across both. Our model comparison has the current standings side by side.
